wipe是擦淨之意，而wipe up則是用布將某物表面上之液體清除之意，如Please wipe up the water you spilled.

"Wipe" is used to describe the action in which a surface is rubbed with something in order to remove dirt. "Wipe up" is used to describe the action in which liquid is removed from a surface using a cloth, e.g. "Please wipe up the water you spilled".
